CAPCOM, kind of messed up. Albert Wesker last encountered Chris on Rockfort Island, a solitary islad owned by Umbrella. They brought prisoners there and ended up using them to experiemt. Long story short, Wesker was hired by a new organization and fought Chris at the end of the game.
Wesker didn't see Chris last in Spencer Mansion from RE1 but on Rockfort Island from RE Code Veronica: X
You are wrong, he last met Chris in 2006, that is when they last met at the Spencer Estate.

Nopers I beat the game on friday and there's no clone, she has some red thing on her chest that u needs fight her to take It off, but the blond hair is becouse of the chemicals that was in her water chamber
