Well, probably to bore us to death. Not only is that game boring but doesn't deserve to be called Resident Evil at all. Who the hell are those characters? Doesn't fit one bit to the RE series. And where is Wesker? Not mentioned in that game. RE Outbreak both file 1 and 2 should have just been called "Zombie Outbreak".... what a shame on Capcom, well at least they made up with RE5

Resi outbreak is to show u that not only did our heros Claire, Ada, Leon, and so on survived but to show that there where survivors but where in hiding so that what outbraks about really just to show u there where more survivers
